After a very long hiatus and then finally some actual work, I have a much better list of questions.
Before I was at 18 pages... Now I'm at 5 pages filled with key questions, all high level (about 1900 words)
Silly to spend so much time on this but I do like the results. Now I can focus on getting all the plot stuff to hold together nicely.
Yay for progress
